Chief Fire Marshall

Chief Payne has 30 years of service with the City Of Memphis Fire Department. After being hired in 1985, he served as a Firefighter Private for 4 years until 1989. In August of 1989, he was promoted to Fire Inspector, a position within the Code Enforcement Division of the Fire Prevention Bureau. He worked as a Battalion Fire Inspector for 1 year and as a Hazard Material Inspector for 9 years. In August of 1999, Chief Payne was promoted to the position of Fire Prevention Manager, where he served in that capacity for 5 years. In August of 2004, he was promoted to the position of Assistant Fire Marshal. It was at this point that he was granted the responsibility of overseeing the Investigations Unit and the Public Education Divisions of the Fire Prevention Bureau. In June of 2010, he transferred back to the Code enforcement Division of Prevention. As the Assistant Fire Marshal in the Code Enforcement Division, he supervised the Anti-Neglect Fire Inspectors and the Fire Prevention Managers. He served in the capacity of Assistant Fire Marshal for 10 years until January of 2014. It was at this point that he was promoted to Chief Fire Marshal.

Chief Payne has a Bachelor in Business Administration from Lemoyne Owen College and an Associate Degree in Drafting & Design from Northwest Junior College. He is a P.O.S.T. Certified Officer with the State of Tennessee. He is a State Certified Inspector and a member of the Tennessee Fire Chiefs Association.
