District 3 - Harold B. Collins

Councilman Harold B. Collins was elected to the Memphis Council in November 2007 and serves as the Chair of the Economic Development and Tourism Committee and Vice Chair of the Audit and Planning and Zoning Committees. He is a graduate of Memphis Catholic High School and holds a Bachelor of Arts degree in Criminal Justice from the University of Memphis. Mr. Collins is a Special Assistant to the Shelby County District Attorney General and is responsible for violent juvenile crime and truancy. Councilman Collins is also responsible for the District Attorney?s Mentoring Program for five middle schools, which include Chickasaw, Cypress, Hamilton, Hickory Ridge and Sherwood. Mr. Collins previously owned and operated Advanced Corrections, Inc., a private probation firm for non-violent offenders. With more than 20 years of Criminal Justice experience, Councilman Collins has extensive knowledge of local, state and federal governmental agencies.

Councilman Collins is active in civic and community affairs and serves on the Board of Directors of Memphis Athletic Ministries and Methodist Hospital South Community Advisory Board. Councilman Collins has served as past president of Memphis Area Neighborhood Watch and University of Memphis Rebounders, past board member of the Civilian Law Enforcement Review Board, and is affiliated with the National Association of Blacks in Criminal Justice, American Probation and Parole Association, and the National Institute of Justice.

Councilman Collins is also a member and Past President of Phi Beta Sigma Fraternity, Inc., Memphis Alumni Chapter. A 2006 graduate of Nexus Leadership Institute, 1999 graduate of the Leadership Institute of Memphis and was named a "Top 40 under 40" by Memphis Business Journal magazine. Councilman Collins is Past President of the National Convocation of Christian Church Disciples of Christ.

Councilman Collins and his wife Kimberly Williams have two daughters, Sydney and Erin. The family attends Mississippi Boulevard Christian Church.
