The Division of Housing and Community Development and the Office of Youth Services and Community Affairs are accepting applications for their competitive grant programs available through the Strategic Community Investment Fund. Applicants may download copies of applications directly beneath the descriptions of the program. The deadline for submission is Wednesday, June 23, 2010 by 5:00 p.m. at 701 N. Main, Memphis, TN 38107. The Strategic Community Investment Fund (SCIF) applies a community-based approach to HCD's programs that require organizations and agencies to submit competitive applications for funding.
Funds available on a competitive basis are awarded to eligible nonprofit, for-profit, faith-based, and other organizations to implement community and economic development programs. The funds through this process are primarily available for programs that benefit low and moderate income persons of Memphis as defined by HUD's income criteria (see Appendices A and B in the agency profile) . In order to assist organizations that apply for these programs, HCD has adapted its competitive grant processes through the Strategic Community Investment Funds (SCIF), modeled after the U.S. Department of Housing and Urban Development's SuperNOFA program.
General descriptions for all of the programs available under the SCIF process are listed below. Each program application is available for downloading with more specific information about the amount and type of funding available for that particular program.
This instruction packet for the SCIF process is meant to summarize the programs available under the SCIF and the submission requirements for the Agency Profile Application. The Agency Profile Application includes Exhibits I, II, and III and requires information from applicants about their agency/organization. Applicants are required to submit one Agency Profile Application for each SCIF program for which they are requesting funds. The instruction and application packets for each individual program provide specific information about individual program requirements. The SCIF process does not affect the specific Federal and local statutory and regulatory requirements of projects awarded funds through HCD.

Emergency Shelter Grant Program
The Emergency Shelter Grant (ESG) Program is a competitive funding process open to organizations that serve homeless populations. The ESG program is specifically designed for rehabilitating and/or converting existing emergency and transitional shelters; to provide adequate operating funds for existing or new emergency and transitional shelters; to provide certain essential services to homeless individuals; and provide funding for programs and activities designed to prevent homelessness. The maximum amount that an organization may apply for is $50,000.00.

Community Housing Development Organization Program
Funds for this fiscal year will only be awarded to organizations that have already been designated as Community Housing Development Organizations.
The Community Housing Development Organization (CHDO) is a private nonprofit, community-based organization whose primary purpose is to provide decent, affordable housing (this must be evidenced in the Charter, Articles of Incorporation by-laws, or board resolution) for the community it serves. CHDOs receive certification from the City of Memphis and must be organized under state and local law; have no individual benefit to members; have a clearly defined geographic service area; have nonprofit status; at least one-third of the board members must represent the community it serves; and demonstrate at least one year of experience in serving its community.
The activities that CHDOs may apply for under the competitive process are acquisition, rehabilitation, or new construction of rental housing and/or rehabilitation of homebuyer properties; and also direct financial assistance to purchasers of CHDO-developed housing.

Affordable Single/Multi Family Housing Program
The Real Estate Development Department within the City of Memphis Division of Housing and Community Development receives funding allocations annually from City and Federal sources. The allocations received are to be used for the development and/or re-development of affordable housing focusing on the priority and targeted neighborhoods as defined by Mayor of the City of Memphis . The City funding allocations are reserved for the development and/or re-development of infrastructure improvements only whereas the federal funding allocations can be used not only for infrastructure but also for renovation and new construction projects. Due to the fluctuation of allocated funds from year to year, the availability of funds permitted uses and funding amounts are referenced in the individual program application.
Capital Improvement Project Funds (CIP)
CIP funds are grant dollars awarded for "infrastructure improvements" only. Infrastructure improvements include, but are not limited to, such items as curbs, streets, gutters, site grading/clearing, utilities, sewers and drainage, etc.
Federally-Funded Sources (HOME and CDBG)
FY07 federal dollars are available for multi-family purchase/rehabilitation and/or new construction. These funds will be administered in the form of a low-interest loan and are not grant dollars. Loan programs are available for developments containing 10 or more units. Developments containing less than 10 units will be considered only on a case by case basis.
Federally funded projects must meet the specific guidelines set forth by the funding source, i.e. income limits, accessibility for the disabled, periods of affordability, and others. Each development proposal will be considered based upon the funding source available and whether the development meets the funding guidelines as set forth by HUD.

Housing Developer's Incentive Program (HDIP)
The purpose of the Housing Developer Incentive Program (HDIP) is to promote middle income development for homeownership in Memphis neighborhoods that have higher rates of poverty, lower home values, lower rates of homeowners, and higher risk of return on investment for developers. HDIP projects must include a minimum of 10 contiguous units or 10 infill units within a five-mile radius of each other. The development must be located within one of the priority or targeted "Neighborhood Redevelopment" areas (see Appendix C). The units may be contiguous or in-fill surrounding a 3-5 mile radius and be under the same construction/management partner. HDIP funds are strictly for infrastructure-related costs. Maximum funding available per projects may not exceed $500,000. Home sales prices must be between $85,000.00 and $250,275.00.

Housing Opportunities for Persons with AIDS
The City's Housing Opportunities for Persons with AIDS (HOPWA) Grant Program provides assistance to low-income individuals diagnosed with HIV/AIDS and their family members living with them. The program is part of the City?s strategy to provide housing and supportive services to low-income members of special needs populations.
The Program is funded with Housing Opportunities for Persons with AIDS (HOPWA) entitlement funds annually awarded to the City by the U.S. Department of Housing and Urban Development (HUD). As such all activities must comply with applicable HOPWA regulations, which are found in 24 CFR 574. The program is designed to:
- increase the availability of decent, safe and affordable housing for low-income persons with HIV/AIDS
- serve persons with HIV/AIDS living in Fayette, Shelby and Tipton counties in Tennessee, DeSoto, Marshall, Tate and Tunica counties in Mississippi, and Crittenden County, Arkansas
- create and maintain a continuum of affordable housing assistance programs to prevent homelessness, serve the homeless, and provide other permanent housing opportunities and related supportive services for HOPWA-eligible clients
- work primarily with existing housing resources
- provide services based on need since this is not an entitlement - and
- provide one year of funding for approved projects

HOME Match - Housing for Homeless and Special Needs Populations
The purpose of the Homeless/Special Needs Housing HOME Match program is to encourage the development of permanent supportive housing for homeless and special needs populations. The program is part of the City's strategy to link supportive services with housing for these often hard-to-serve groups. The program will provide up to $200,000 in dollar for dollar cash match for housing acquisition, rehabilitation, and/or construction. The funds may be used to help match HUD Continuum of Care Permanent Supportive Housing grants or other construction projects that will provide rental housing for low-income, homeless and special needs households. Final award of funds is contingent on the financial feasibility of the proposed project and the applicant demonstrating the award of adequate additional acquisition and construction funds to complete the project. The housing may be rented only to low income persons / households (50% of median income in Memphis MSA or lower), who are homeless and are members of a special needs group. Persons who are homeless must meet HUD's definition of homelessness and special needs populations include persons with a disability (physical, mental, emotional, or developmental), persons who are elderly, have a diagnosis of HIV/AIDS, or are victims of domestic abuse. Units funded through the program must be used to serve the targeted group for a specific use period, which varies depending on the unit costs.

Neighborhood Development Program
The Neighborhood Development Program is a competitive funding process open to nonprofit organizations that provide programs and services in the areas of business/economic development, community development, and community initiatives. Eligible activities for this program are as follows:
- Workforce Development/Job Training for Low/Moderate Income Persons
- SBE/WBE/MBE Programs (Technical Assistance, Counseling, etc.
- Job Creation Activities
- Neighborhood Clean-Up Initiatives
- Capacity Building Activities
- Youth Development/Mentoring Programs in Low/Moderate Income Areas

- Affordable Housing Programs/Related Activities (Credit Counseling, Financial Planning/Budgeting for Low/Moderate Income Persons

Human Services Grant
The purpose of this application is to solicit proposals from established, qualified, private and non-profit organizations that are currently tax-exempt under Section 501 (c) 3 of the Internal Revenue Code and have been for a period of no less than one year and are located within the City of Memphis. The population served must reside within the boundaries of Memphis, Tennessee. Agencies must deliver social services to low-to-moderate income families, individuals, and special populations determined to be low income by Federal and State regulations (See attachment). The grant proposal is for the fiscal 2009 year beginning July 1, 2008, and ending June 30, 2009. The City of Memphis reserves the right to reduce or eliminate grants if funds are not available for allocation in the budget process.

Community Economic Development Program
Eligible non-profits may apply for funds under the Community Economic Development program for the following activities: Acquisition, Infrastructure, Demolition, Environmental Assessments, Planning and Construction Costs.
Applicants must have site control, either through ownership or option and Property must be zoned commercial or mixed use. Project funding is not to exceed 60% of total project cost. When funding is awarded for acquisition (land or building), the project must be completed within 3 years from the time of award or the property will either be deeded back to the City or the grant will be converted into a loan.
Maximum award is $250,000.00 and requires 40% secured financing or equity investment.

HOME-funded Tenant Based Rental Assistance
Tenant Based Rental Assistance funds are available on a competitive basis for Nonprofit agencies that serve the homeless, those are imminent risk of homelessness and/or special needs populations with income. TBRA pays up to 2 years of rental assistance and utilities. (Program participants are required to pay 30% of their adjusted income for rent and to pay a portion of the monthly utilities.) All program participants must have income at or below 60% of the median for Memphis and be homeless, at imminent risk of homelessness or a member of a special needs population (physically, mentally or developmentally disabled; recovering from substance abuse addiction; the elderly or a victim of domestic violence). The $600,000 available in HOME funds will provide two years of rental assistance (at an average of $475 per month) for approximately 45 to 50 households. No grants will be made for programs serving less than 10 households. A lump sum operating award will be made with each TBRA contract for 30% of the total grant award (not to be less than $60,000 for the entire contract period.)

Deadline for all FY2011 SCIF Applications
Completed applications must be submitted to the address specified below no later than Friday, November 20, 2009. Applications MAY NOT be sent by FAX, mail or email. However, they may be delivered on or before November 20th. Applications hand carried will be accepted between the hours of 8:30 am and 5:00 pm on City work days as well as
