Proposed Memphis Charter (Cleaned-Up)

The Memphis Charter Commission voted to engage the Municipal Technical Advisory Service (MTAS) to "clean-up" the City Charter by incorporating all of the home rule amendments into the Charter. MTAS is an agency of the University of Tennessee Institute for Public Service which provides free technical assistance to cities across the state. MTAS added to the Charter all changes that have occurred via referendums or state laws and updated the language where appropriate. The substance of the Memphis City Charter has not changed - all of the powers of all officials remain the same.

The first 2 documents posted here are two copies of the updated Charter - one with margin comments to show where each of the Home Rule Amendments, (HRAs) were added into the charter; and a complete "clean" version of the Charter including all changes - both documents are 250 pages. The third document is list of HRAs, showing which charter sections are affected by each HRA.

In addition to being reviewed by a large group of attorneys, we would like your opinions as well. Review of these documents and feedback by the public to the Charter Commissioners is encouraged.
