All Citizens and Contractors are advised to submit permit requests via e-mail. The Division of Engineering will have limited capacity to process in-person or call-in permit requests in the interim due to limited staffing in our offices. Permit requests can be e-mailed to Engineering@memphistn.gov . Please be sure to attach PDF copies of any associated plans or documents with all permit requests.

Interim Land Development Plan Review Procedures During COVID 19

Plan reviews of private developments will be performed via email only using PDF files for each drawing to be reviewed.  Paper submittals of reviews will not be accepted.  All plans to be reviewed by the Land Development Dept will be emailed to Greg Patterson at GregoryL.Patterson@memphistn.gov. Greg can also address any questions you may have regarding your submittal and the review process.

Fee payments for plan reviews, ASPRs, fiber optics permits, etc will now be mailed or hand delivered to:

The City Engineer's Office employs approximately 120 engineers, technicians and clerical employees. This division is responsible for design, and inspection during construction of streets, bridges, storm drains, sanitary sewers, traffic control devices and City facilities. This division also provides installation and maintenance of signs and markings along streets and maintenance of traffic signals for the City and Shelby County municipalities. In addition, the City Engineer's Office coordinates major construction projects with the Tennessee Department of Transportation and provides review and approval of developer designed public improvements.

Civil Design and Administration

This service center consists of Administration, (Room 644), Accounting, (Room 601), Civil Design, (Room 677), Land Development, (Room 644), and Plans Review (Room 644). Its mission is to provide timely and quality engineering services in the design of Capital Improvement Program for roadway, drain, and bridge construction projects and the review of private developments to protect the safety of the public.

Mapping and Central Records

The Mapping and Central Records service center maintains the official records of the City of Memphis regarding mapping and all properties acquired for public right-of-way in order to serve the citizens and respond to requests for information about City-owned property. 

Construction Inspection

The Construction Inspection service center protects the public interest and City's investment in all public improvements through the inspection of all construction activities within public rights-of-way and easements. 

SURVEY SERVICE CENTER

The Survey service center is responsible for performing all internal land surveying needs for the City of Memphis. The Survey service center collects, analyzes, and processes field data primarily as a function of the Engineering Division. The Survey service center provides high quality data for infrastructure improvements to include drainage, sewer, road, and other facilities; ultimately serving in the public’s best interest. The Survey service center established and maintains a Benchmark network to provide a consistent and accurate control baseline for local engineers and surveyors plan development. The City of Memphis is currently working to provide access to this network here. The link will be active upon completion of this effort.

Traffic Engineering

The Traffic Engineering service center provides design, operation, and maintenance supervision services for all permanent and temporary traffic control devices within the public rights-of-way ensuring that these devices are utilized in accordance with the appropriate city, state, and federal laws and standards. This service center is also responsible for the City's Parking Meter System, the City's Intelligent Transportation System, and the City's Bicycle and Pedestrian Program.

The Building Design and Construction service center provides quality engineering and architectural services in support of building projects of all City divisions so that facilities are provided for public use in a timely and cost effective manner.

The Signs and Markings service center improves safety and quality of life within the City of Memphis by installing and maintaining proper signage and pavement markings for both vehicular traffic and pedestrians. 

Traffic Signal Maintenance

The Traffic Signal Maintenance service center is responsible for the safety of pedestrians, motorists and goods movement by maintaining existing traffic signals and installing new signals at intersections throughout the City of Memphis. 

Sanitary Sewer Design

The Sanitary Sewer Design service center provides quality and timely sewer design services. plan review, capacity analysis, and maintains accurate sewer plan records so that sanitary sewer service can be provided to new developments.
