The Land Development service center reviews the designs of private developments, ensuring their proper integration into the City’s infrastructure and to protect the safety of the public.
All Citizens and Contractors are advised to submit permit requests via e-mail. Permit requests can be e-mailed to [email protected] . Please be sure to attach PDF copies of any associated plans or documents with all permit requests.
General inquiries can be e-mailed to [email protected], or by calling 901-636-6700. In-person meetings will be by appointments only until further notice. Call 901-636-6700 for appointments.
Land Development Plan Review Procedures
Plan reviews of private developments will be performed via email only using PDF files for each drawing to be reviewed. Paper submittals of reviews will not be accepted. All plans to be reviewed by the Land Development Dept will be emailed to Greg Patterson at [email protected]. Greg can also address any questions you may have regarding your submittal and the review process. Fee payments for plan reviews, ASPRs, fiber optics permits, etc will only be accepted at Memphis City Hall, 125 N. Main Street, Division of Engineering, Room 644 for hand deliveries or mailed to the below address:

If fee payments are made via hand delivery, they will be accepted at the above address Mondays through Fridays from 8:30am to 3:00pm. Checks will be made payable to the City of Memphis.
