Deputy Chief of Emergency Medical Services

Pamela H. Kiestler began her career with the Memphis Fire Department on August 29, 1991. As an Emergency Medical Technician, she was assigned to various Emergency Units while she attended Paramedic school. After attaining her Paramedic license, Pam continued to staff the Emergency Units until she underwent fire training and achieved her firefighter certification. She continued to work on both Emergency Units and fire engines until her promotion to Driver in November 2001. While a Driver, Pam worked on Engine 41.

In June 2007, Pam was promoted to EMS Lieutenant and was assigned to EMS Administration. She remained there until and after her promotion to EMS Battalion Chief in October 2009; she next worked in the field as the EMS Battalion Chief covering Battalion 20 on the C shift.
Chief Kiestler achieved the rank of Division Chief in October 2014 and become the Division Chief of EMS. She became a member on the Command Staff with her promotion to Deputy Chief in January 2016 and was assigned to the position of Deputy Chief of EMS.

As a Deputy Chief, her responsibilities include oversight of the EMS Administration, EMS field operations, EMS Training, the Office of Emergency Management, as well as Medical Direction.

Chief Kiestler holds a master's degree in Accounting and Taxation and a master’s degree in Community Agency Mental Health Counseling from the University of Memphis, as well as a bachelor's degree in Health & Safety from Memphis State University. She holds a diverse set of licenses and certifications that include Paramedic, Certified Ambulance Privacy Officer, firefighter II, fire officer I and fire instructor I.

Chief Kiestler is an active member in a variety of organizations and initiatives including the Community Response to Elder Abuse, the Mid-South Emergency Planning Coalition Executive Council, the Child Mortality Review Committee, the Vulnerable Populations Advisory Network, and the Tennessee Ambulance Service Directors’ Committee.
