Compliance & Reporting

  • Responsible for the management and oversight of all compliance, monitoring, and reporting for all funding sources and program activities under the HCD Division. Its functions also include Administrative Services such as Loan Portfolio Management, and provide coordination and development of policies and procedures.

Finance/Down Payment Assistance

  • Provides financial assistance for purchasing a home to families that meet the criteria under the Down Payment Assistance Program (DPA).

Homeless & Special Needs Housing Services

  • Administers grant programs that develop housing, pay rental assistance and provide supportive services to low-income homeless and/or special needs populations. Special needs groups include persons with HIV/AIDS, the severely mentally ill, substance abusers, the elderly and the frail elderly, those with developmental and physical disabilities, and victims of domestic violence. The federally funded grants are awarded competitively to nonprofit agencies that serve the target populations. The Department also administers fair housing activities.

Internal Audit

  • Examines and evaluates the adequacy of existing programs and facilitates the establishment of internal controls to help ensure that federal, state and local funds are efficiently utilized.


  • Responsible for handling all legal matters and transactions, which affect the Division. These matters include, but are not limited to; the administration of Division contracts, the acquisition and disposition of property, the development of urban renewal strategies, and handling of all litigation, including bankruptcies and foreclosures. This department is also responsible for handling administrative legal matters.

Community Development/Faith Based Initiatives

  • Serves as a technical assistance provider and resource referral to assist local and regional faith based and community organizations with their neighborhood development, social service, and community development projects and proposals. Additionally, this department manages the Community Initiative Grant Application Process, which provides administrative and operating grants to non-profit groups who assist the City of Memphis in accomplishing its' key initiatives.

Non-Profit Housing Center (NPHC)

  • Works in conjunction with the Community Housing Development Organizations (CHDOs) to administer the HOME set-aside dollars. These funds are allocated to the City of Memphis by HUD to provide decent and affordable housing for low to moderate-income families. The NPHC seeks input, share resources and form partnerships to build a network of organizations within the City of Memphis communities. Real Estate Development

  • Works closely with financial institutions, developers (for profit and nonprofit), and other agencies, both private and public, to create or rehabilitate affordable housing units. The affordable housing units for low and moderate-income citizens may be rental units or provide homeownership opportunity. In addition, the department seeks to originate, promote, and expedite community development and urban redevelopment projects that eliminate blight, promote economic opportunities, and help make Memphis a premier city.

Business and Economic Development

  • Provides technical assistance programs and access to capital for new and growing businesses in Memphis. This department's ability to form public and private sector collaborations helps the city create jobs and expand its' tax base. Additionally, this department is responsible for the management and oversight of the Renaissance Business Center, which serves as a catalyst for economic development by providing innovative and high quality programs, which strengthen and support small business enterprises. Urban Design

  • Provides urban planning, architectural services, and supports public and private sector activities that contribute to sustaining neighborhood revitalization in the inner-city neighborhoods.
