Strickland promotes Carr, Veazey to Deputy COO

Mayor Jim Strickland announced today the promotions of Chandell Carr and Kyle Veazey to Deputy Chief Operating Officer roles.

Carr, a 13-year veteran of City government, will work with Chief Operating Officer Doug McGowen to be responsible for day-to-day service delivery, resource allocation, budgeting, and policy development for all of the City’s divisions, among other duties. Carr has most recently served as the Equity, Diversion & Inclusivity Officer for the Division of Human Resources. She is a 2001 Juris Doctor graduate of the University of Memphis Cecil C. Humphreys School of Law.

Veazey will work with McGowen to deliver longer-term priority projects, coordinate the City’s role in economic development initiatives, and oversee performance improvement opportunities, among other duties. He joined the administration in 2016 after an 11-year journalism career, most recently as an editor at The Commercial Appeal. He is a 2004 graduate of the University of Mississippi.

"Chandell and Kyle have been a big part of our work these two and a half years," Mayor Strickland said. "We recognize and reward talent at the City of Memphis, and I'm proud to watch these two leaders grow as they play even greater roles in continuing our progress."

Carr and Veazey will begin transitioning into their new roles next week. With the recent departure of Deputy COO Patrice Thomas to become the new Chief Administrative Officer of Shelby County government, coupled with an existing open position in the COO’s office, the appointments will be budget neutral.
