Affordable Homebuild Partnership Program
The Affordable Homebuild Partnership Program is designed to provide incentives and partner with developers to create affordable housing through new construction or rehabilitation.
Program Overview:
- Acquisition, Construction, Rehabilitation, or Demolition. Financial assistance for development subsidies is in the form of a loan.
- Housing must serve a low to moderate-income population as determined by HUD.
- All single-family housing cannot exceed a sales price of $254,877, 95% of the median purchase price for the area based on FHA single mortgage program data for new construction.
Affordable Rental Housing Partnership Program
The Affordable Homebuild Partnership and Program is designed to provide incentives and partner with developers to create affordable rental housing through new construction or rehabilitation.
Program Overview:
- Acquisition, Construction, Rehabilitation, or Demolition. Financial assistance for development subsidies will be in form of a loan.
- Housing must serve a low to moderate-income population. Rents cannot exceed limitations established by HUD.
- Tenants must meet income guidelines as determined by HUD.

Community Housing Development Organization (CHDO) Program

At least 15 percent of HOME funds must be set aside for affordable housing activities to be undertaken by a special type of nonprofit called a CHDO in the communities that they serve. All applications must be submitted electronically.
Eligibility
- Organized for the purpose of providing decent, affordable housing.
- No individual benefit to members, founders, or contributors.
- Clearly defined geographic service area.
- Nonprofit status.
- A board that is representative of the community it serves.
- Demonstrate at least one year of experience in serving the community where the housing will be developed.
The application period for CHDO funds is currently open on a rolling basis.

Neighborhood Economic Development Opportunities Program (NEDO)
The Neighborhood Economic Development Opportunities Program (NEDO) seeks to support activities that nurture and energize neighborhood improvement projects and sustainable economic development opportunities. Since the NEDO Program uses Community Development Block Grant (CDBG) funds, all project activities must meet a national objective to be eligible.

MAHTF Round 2 Application Workshop Recording
In Spring 2019, Mayor Jim Strickland announced the Memphis Affordable Housing Trust Fund (MAHTF), along with the Community Catalyst Fund, as the City of Memphis first monetary efforts and initiatives in direct support of the Implementation Phase of Memphis 3.0 Comprehensive Plan. The City of Memphis Division of Housing and Community Development (HCD) will administer the MAHTF through grants in the initial year and a combination of grants and loans in subsequent years.
The MAHTF is capitalized with $7.5 million for FY2022. The minimum award is $100,000 to support the rehabilitation and new construction of multifamily housing units. The application process is open to Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), non-profit housing developers, and for-profit developers applying jointly with a nonprofit entity interested in providing affordable and adequate housing.

MIDDLE INCOME HOUSING PILOT (MI-PILOT) PROGRAM

The Memphis Middle-Income Housing “Pilot” Program is designed to support local non-profit and for profit developers in the construction or rehabilitation of attainable missing middle housing.
Program Overview:
- Construction or rehabilitation/conversion of 2-6 unit mutli-family and infill single-family housing
- Financial assistance is in the form of a 50% grant and 50% loan
- Housing produced through the MI-Pilot Program can be for sale or rent
- Units must be affordable for moderate/middle-income households – earning 80-120% AMI
The application for MI-Pilot funds is currently open and will close when all funds are exhausted.
